More Than Numbers: How Uganda’s 1.6 Million Visitors Are Transforming Local Livelihoods

Inside the 2025 Statistical Abstract that proves Uganda is ready for the world


Kampala — Uganda’s tourism industry has not only fully recovered from the global pandemic but has surged onto a robust growth trajectory, marking a historic milestone for the nation’s economy. Speaking at the Fairway Hotel in Kampala earlier today, the Honourable Minister of Tourism, Wildlife and Antiquities officially disseminated the Ministry of Tourism, Wildlife and Antiquities (MTWA) Statistical Abstract 2025, revealing that international tourist arrivals reached over 1.6 million visitors last year.

This figure significantly surpasses pre-pandemic benchmarks, signaling a renaissance for the East African nation. The 10th edition of the Statistical Abstract, a vital tool for evidence-based planning, paints a picture of a sector that is attracting higher-value travelers and contributing deeply to national development.

A Boom in Revenue and Visitor Engagement

The data reveals a sector that is not just welcoming more visitors, but deeper, wealthier ones. Tourism receipts in 2025 climbed to approximately UGX 5.8 trillion (roughly USD 1.62 billion). Perhaps most telling is the shift in visitor behavior: the average length of stay has increased to 8.8 nights, up from previous years, reflecting a stronger desire for immersive experiences.

“Visitor spending remains strong, with average expenditure per tourist estimated at about USD 986 per trip, and even higher for leisure tourists, confirming that Uganda is increasingly attracting higher value visitors.”

This shift indicates a successful pivot toward leisure tourism and MICE (Meetings, Incentives, Conferences, and Exhibitions), which are now generating greater economic impact per visitor compared to the past.

Economic Pillar: Jobs, GDP, and Foreign Exchange

The tourism sector has cemented its status as a cornerstone of Uganda’s economy. The 2025 Abstract highlights that:

  • GDP Contribution: Tourism contributed an estimated 5.9% to the Gross Domestic Product.
  • Employment: The sector directly supported over 876,000 jobs, accounting for approximately 7.5% of total employment.
  • Foreign Exchange: It remains one of the leading sources of foreign currency earnings for the country.

These achievements are attributed to deliberate government interventions, including the strengthening of the Explore Uganda destination marketing brand, significant investment in tourism infrastructure, and product diversification.

Diversification and Future Challenges

While celebrating the recovery, the Minister also highlighted a structural shift in where tourists are coming from. There is a marked increase in overseas arrivals, moving beyond traditional regional markets to attract a broader global audience.

However, the road ahead involves addressing specific gaps identified in the data. The Minister outlined key areas requiring intensified effort:

  • Enhancing tourism infrastructure and accessibility.
  • Increasing investment in quality accommodation and unique experiences.
  • Strengthening domestic tourism participation.
  • Improving real-time data systems and analytics.
  • Addressing seasonality to ensure year-round visitor flow.

To support these goals, the government is committed to the full operationalization of the Tourism Information Management System (TIMS) and the continued development of the Tourism Satellite Account (TSA). These initiatives aim to provide timely, reliable, and internationally comparable data to guide future strategic decisions.

A Call to Action

The dissemination event, attended by honourable ministers, government officials, development partners, and private sector leaders, served as a rallying cry for collaboration. The Minister urged all stakeholders to utilize the Statistical Abstract as a primary reference for planning and investment.

“Tourism is not just about numbers,” the Minister noted, “it is about people, livelihoods, culture, and national transformation.” As Uganda positions itself as a preferred global destination, the Explore Uganda brand continues to evolve, promising a future where inclusive growth and cultural richness drive the nation’s economic engine.
