Beijing Forum Taps Ugandan Diaspora to Fast-Track ATMS Agenda and Investment

Uganda’s Ambassador to China calls on students, entrepreneurs, and professionals in Beijing to leverage local expertise in technology and industry to support the nation’s ambitious Tenfold Growth Strategy.


Beijing, China — Uganda has formally called on its diaspora community in China to become active drivers of national investment, technology transfer, and skills development as the East African nation pursues its ambitious Tenfold Growth Strategy.

The directive was issued during the Uganda Diaspora Day Forum, held at the Shangri-La Hotel in Beijing as part of the celebrations marking Uganda’s 64th Independence Anniversary. The high-level forum convened Ugandan students, entrepreneurs, and business leaders residing across China, alongside senior government officials and private-sector representatives.

Mobilizing the ATMS Agenda

Uganda’s Ambassador to China, Oliver Wonekha, identified the diaspora as a critical partner in advancing the government’s ATMS framework: Agro-based Industrialization, Tourism Development, Mineral Development (including Oil and Gas), and Science, Technology, and Innovation.

Ambassador Wonekha urged Ugandans living in China to register with the embassy and consulate to ensure they receive official guidance on consular matters. She also confirmed that the government is currently evaluating plans to expand Uganda’s consular presence into other major Chinese cities to better serve its citizens.

Policy Briefings and Investment Incentives

The forum served as a platform for technical engagement, featuring briefings on immigration policy, taxation, customs procedures, and financial services.

Officials from the Uganda Investment Authority (UIA) highlighted specific opportunities available under the ATMS framework, while representatives from the Uganda Revenue Authority (URA) outlined tax incentives and customs measures designed specifically for diaspora investors. Additionally, several financial institutions presented specialized products aimed at helping Ugandans abroad build wealth and invest securely back home.

Community Engagement and Cautionary Notes

Martin Muniera, interim president of the Ugandan Community in China, welcomed the direct engagement with state agencies but issued a caution regarding the risks of migration and investment. He noted that misinformation about overseas opportunities continues to expose some Ugandans to exploitation, emphasizing the need for verified information channels.

Closing the forum, Deputy Head of Mission Maj. Gen. Geoffrey Muheesi reinforced the importance of civic responsibility, urging Ugandans in China to strictly uphold local laws and project a positive image of their home country.

Path to a $500 Billion Economy

This strategic engagement aims to strengthen the links between Uganda’s global diaspora and domestic investment pipelines. By leveraging technology sourcing and skills transfer from partners in China, the government seeks to accelerate its long-term goal of building a USD 500 billion economy.
